The contributions

The costs incurred by NBI&NGF in performing their functions are financed, as stipulated by the Swiss Road Traffic Act (SVG), by an annual contribution made by each car owner. The third party liability car insurance providers collect these contributions together with their premiums. The amount of the contributions is set by the NBI&NGF, and must be approved by the Swiss Financial Market Supervisory Authority FINMA (Art. 76a SVG).

The bases for calculating the contribution are defined in the Swiss Road Traffic Insurance Ordinance (VVV):

NBI&NGF calculate each car holder's contribution in order to guarantee the full coverage of ongoing claims an other expenses per calendar year. They take into account the claims payments and the necessary claims reserves for pending claims as well as prospective changes to the claim expenses (Art. 58 VVV).

Car holders in Switzerland, excepting the federal government and the cantons, pay half of the basic contribution amount for each motorcycle license, excepting motorcycles, and for each collective motorcycle license; they pay the full basic contribution amount for each light motor vehicle license, excepting motorcycles, as well as for each collective driver's license, excepting those for motorcycles and trailers; and finally, they pay double the basic contribution amount for each heavy motor vehicle (Art. 59 VVV).

The Ordinance concerning the technical requirements for motor vehicles (VTS) contains the definition of motorcycles (Art. 14 VTS), light motor vehicles (Art. 10 par. 2 1st sentence VTS) and heavy motor vehicles (Art. 10 par. 2 2nd sentence VTS).

The contributions, which have been approved by the Swiss Financial Market Supervisory Authority FINMA and by the government of the Principality of Liechtenstein for the years 2011 and 2012, are the following:
